Cork Nature Network protects and promotes Ireland’s Wildlife through education, conservation, and research, to restore a healthy ecosystem for all species and peoples of Ireland.

Our starting point is that biodiversity benefits and underpins almost every aspect of human development and is key to the success of Sustainable Development Goals, yet it is in crisis.

Observations

The 2020 World Economic Forum identified the top five risks to our economy as environmental: https://www.weforum.org/agenda/2020/01/top-global-risks-report-climate-change-cyberattacks-economic-political/ yet the CCDP Issues Paper in its Key Questions (page 9) woefully underplays both the climate and biodiversity crisis confronting citizens in Cork City.  These linked crises won’t be solved without treating them as an emergency.  CNN suggests it is clear – exemplified by the Development Plan preparation so far - that neither crisis has been treated as such by the City Council and that any Plan that pretends that we are on a reliable path to lower emissions or saving & restoring biodiversity means precious time in the near future will be lost.

CNN welcomes the Issues Paper acknowledging green & blue infrastructure and environmental quality issues but the City in creating its new Development Plan (CCDP) must face the full picture. This new Plan must guide development to face the climate & biodiversity emergencies.

SHAPING THE STRUCTURE OF THE CITY: ‘A very clear set of principles’ – 4.1 (page 45) – CNN recommends (1) the CCDP process crafts guiding principles that fully treat the linked crises of climate and biodiversity as an emergency.  These principles must commit to a rapid acceleration to a fully decarbonised Cork City (well before 2050) that centres around the wellbeing of all its people as well as the natural world.

Shaping must recognise and give precedence to the value that nature-rich (green & blue) space holds for local people

The structure of the city is central to saving and restoring biodiversity and this requires a significant shift that integrates nature into the urban fabric. CNN recommends (2)  this shaping must recognise and give precedence to the value that nature-rich (green & blue) space holds for local people including as a response to challenges such as overcrowding, the changing demands of residents, and climate change

CNN offers 3 principles to give power to nature-rich Green & Blue space in shaping the City

. CNN recommends (3) three principles to give power to this:

  • Protect biodiversity. Key sites (nature rich areas including but not only  those that are legally protected), networks (e.g. green spaces) and features (e.g. street trees) for nature must be protected.
  • Restore biodiversity. There are many opportunities to restore nature – an ambitious restoration programme must be initiated. 
  • Ensure net gain for biodiversity. In all its actions where it can have influence for nature the City must set a goal of net gain.

Adopt 'Eco-Health' as core to 'livability'.

The new CCDP must champion an environmental economy with strong policies to enable a City and Regional Green New Deal approach

. CNN recommends (6) the new CCDP champions an environmental economy with strong policies to enable a City and Regional Green New Deal approach. This Green Deal must enable plans to boost the efficient use of resources by moving to a clean, circular economy, restore biodiversity and cut pollution (e.g. see: https://ec.europa.eu/info/strategy/priorities-2019-2024/european-green-deal_en).

.CNN recommends (7) the new CCDP both (a) sets out an ambitious vision for green and blue infrastructure to be planned for, invested in and actively and preferentially used to enhance ecosystem services that benefit all living, working in and visiting Cork; and (b) to do this via the CCDP creatively promoting the City as a fabulous much more nature-rich place and achieving this rapidly via multiple collaborations and multiple methods to resource these  including working with developers and the use of developer contributions, and with companies, schools, sports clubs and local residents groups.

CNN recommends (9): a very active process to inform the next steps of the CCDP to engage with and develop policies around a biodiversity-rich city (for example):

  • Cork as Irelands most biodiversity-rich City. With for example in the new CCDP period 20 new biodiversity-rich public spaces
  • Ensure that 100 percent of Corkonians have free and easy access to high quality biodiversity-rich green space.
  • Connect 100 percent of Cork’s children to nature.
  • Improve Corks air and water quality year on year.
  • Improve the richness, connectivity and biodiversity of Corks habitats by creating ecological connecting routes
  • Additional 10,000+ m2 of green roofs
  • Greater rainwater absorbance due to increased green space for example in industrial areas and car parks, and along major roads. Say 40% (?) of ground surface made permeable
  • Full protection (& celebration) of healthy trees
  • More nature-friendly buildings for example so birds (swifts, swallows, etc) can nest more easily. Building for biodiversity.
  • Bourgeoning biodiversity-rich green space with the municipal budget for it increasing correspondingly. The additional spending as a recognition of the value that this green space holds for local people, and a response to challenges such as overcrowding, the changing demands of residents, and climate change.
  • All Parks with a 1000 species
  • All neighbourhoods with their own designated area for ‘wilderness’ - in each of the city districts

As both Irish Government and the EU have declared climate & biodiversity crises so should Cork City in its CCDP. Its sets a key context.

Irish, EU and International government and institutions have all declared twin linked crisis of climate & biodiversity and CNN recommends (10): in its CCDP the City should do the same.  Of course both are linked in multiple ways to human development with the UNs SDGs as a useful contemporary approach to defining action areas around these crisis. It would make absolute sense for the new CCDP to at least reference the SDGs here.

The CCDP process must put in place & utilize a thorough biodiversity knowledge and evidence base through mapping and assessment

CNN recommends (14): it is essential that the CCDP process puts in place a thorough biodiversity knowledge and evidence base through mapping and assessment. There are a number of models for doing this in a urban setting including adopting an indicator framework to assess the condition  of ecosystems and services. The remainder of the CCDP process must ensure such an approach is in place and utilised. Another approach that CNN is aware of is the current Cork County Development Plan Review and its ‘SEA Background Document No 11’ which sets out an approach to environmental sensitivity mapping and includes Strategic Environmental Objectives and Targets
