Section 4.33 states that new or upgraded cycling infrastructure shall be designed in accordance with teh 2011 National Cycle Manual.

There are acknowledged weaknesses in that ten year old document.  Some approaches in it are now regarded as potentially hazardous.

To allow flexibility and to ensure that the safest possible choices are made,  I suggest the sentence be modified by adding the words 'or current best practice.'

Reason:  It is undesirable to be tied to a decade old Manual in an evolving field.
