Notice Under Section 38 of the Road Traffic Act 1994
Pursuant to the provisions of Section 38 of the Road Traffic Act 1994, Cork City Council hereby gives notice of its intention to carry out the following traffic management measures in the interest of the safety and convenience of road users.
The development consists of the installation of improved pedestrian and cycle facilities on Leo Murphy Road and the Carriganarra Road in Ballincollig.
The main elements of the proposed works in this location are:
Installation of kerbs to segregate cycle facilities along Leo Murphy Road.
Two-way segregated cycle facilities to be provided on the Carriganarra Road to create a safe cycling route to Gaelscoil Uí Ríordáin.
Widening of footpaths throughout.
Installation of raised tables at junctions/entrances along the scheme.
Narrowing of road carriageway throughout to provide traffic calming.
New kerbs to be installed at wide junctions to calm traffic and reduce distances that pedestrians need to traverse to cross the road.
Modifications to the existing signalised junction at Leo Murphy Road/Carriganarra Road.
Installation of a signalised pedestrian crossing on Leo Murphy Road to aid pedestrian connectivity.
Provision of additional green space for planting of new trees and amenity space.
New road marking and signage.
Other necessary associated works.
In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out for the project, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening concluded that no significant effects on any Natura 2000 sites is likely, and it was not necessary to undertake any further stage of the Appropriate Assessment process.
In addition, the proposed project has been screened to determine whether an Environmental Impact Assessment (EIA) is required, and it has been concluded that the proposed development would not be likely to have significant effect on the environment and that the preparation and submission of an environmental impact report is not therefore required.

Any observations in relation to this proposal should be made electronically through https://consult.corkcity.ie/en/ or forwarded in an envelope marked “Active Travel Measures at Leo Murphy Road, Ballincollig” to Senior Engineer, Infrastructure Development, City Hall, Anglesea Street, Cork. Final date for submissions is 4.00 p.m. on the 16th of August 2022.
All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this scheme, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
