Blarney Business Park Linkage

Notice Under Section 38 of the Road Traffic Act 1994

 

Pursuant to the provisions of Section 38 of the Road Traffic Act 1994, Cork City Council hereby gives notice of its intention to carry out the following traffic management measures in the interest of the safety and convenience of road users.

Blarney Business Park Linkage, Blarney

It is proposed to provide a shared facility on a short section of the Clogheenmilcon Fen crossing the R617 at the N20 Bypass Roundabout to a crossing facility on the N20 on ramp and northwards towards the Blarney Business Park entrance. The scheme also includes the introduction of 2Nr bus stops within the scheme.

This proposed scheme will improve public transportation accessibility and provide convenient boarding and alighting points for bus passengers. It will also enhance pedestrian safety through raised pedestrian crossings and promote sustainable commuting options such as walking and cycling, further enhancing accessibility to the Business Park.

The main elements of the proposed works are:

  • construction of Two Bus Stops: One bus stop will be situated along the R617 west of the N20 Bypass Roundabout, with a second bus stop positioned near the bridge under the N20 Blarney Bypass north of the roundabout.
  • to widen a section of the Clogheenmilcon Sanctuary Walkway between the R617 west bus stop and the N20 Bypass Roundabout to 4.0m
  • to construct paths 3.0m wide extending along the northern side of the R617 towards the entrance of Blarney Business Park
  • new proposed raised pedestrian crossings to facilitate a safe crossing point for both pedestrians and cyclists while also slowing vehicles for added safety.
  • new road marking and signage.
  • other necessary associated works.

In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out for the project, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening concluded that no significant effects on any Natura 2000 sites is likely and it was not necessary to undertake any further stage of the Appropriate Assessment process.

In addition, the proposed project has been screened to determine whether an Environmental Impact Assessment (EIA) is required and it has been concluded that the proposed development would not be likely to have significant effect on the environment and that the preparation and submission of an environmental impact report is not therefore required.

Details of the proposed works including an Appropriate Assessment screening report and Environmental Impact Assessment screening report are available for inspection online at https://consult.corkcity.ie and also at Reception Desk, Cork City Council, City Hall, Anglesea Street, Cork on working days from Friday 13th of October 2023 to Monday the 13th of November 2023 between 10.00 a.m. and 4.00 p.m.

Any observations in relation to this proposal should be made electronically through https://consult.corkcity.ie/en/ or forwarded in an envelope marked “Blarney Business Park Linkage, Blarney” to Senior Engineer, Infrastructure Development, City Hall, Anglesea Street, Cork. Final date for submissions is 5.00 p.m. on Monday the 13th of November 2023.

All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this scheme, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
