Glen Ryan and Cattle Market Area Active Travel Improvement Works

Notice Under Section 38 of the Road Traffic Act 1994

Pursuant to the provisions of Section 38 of the Road Traffic Act 1994, Cork City Council hereby gives notice of its intention to carry out the following traffic management measures in the interest of the safety and convenience of road users.

Cattle Market Avenue, Glen Ryan Road, St Theresa’s Road and Mary Aikenhead Place, Cork City

It is proposed to provide high-quality pedestrian, cycling and junction improvement works on Cattle Market Avenue, Glen Ryan Road, St Theresa’s Road and Mary Aikenhead Place.

The main elements of the proposed works are:

  • Junction realignments and improvements at the junctions of Fair Street, Wolfe Tone Street, Old Market Place, Nicholas Well Lane, Upper Cattle Market Street, Boyce’s Street and Ballymacthomas Street;
  • New and widened footpaths to provide a continuous footpath provision;
  • Public realm upgrades in the Glen Ryan and Cattle Market area;
  • Change of the speed limit to 30km/hr on Cattle Market Avenue and Glen Ryan Road;
  • Provision of traffic calming to establish Mixed Traffic Streets with improved facilities for pedestrian and cyclists;
  • Provision of new uncontrolled pedestrian crossings;
  • New public street lighting;
  • New road markings and signage; and
  • Other necessary associated works.

In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out for the project, in relation to any potential impacts upon any Natura 2000 sites, including the Cork Harbour SPA (004030), the Great Island Channel SAC (001058), the Blackwater River (Cork/Waterford) SAC and The Gearagh SAC (000108). The findings of the AA screening concluded that no significant effects on any Natura 2000 sites are likely and it was not necessary to undertake any further stage of the Appropriate Assessment process.

In addition, the proposed project has been screened to determine whether an Environmental Impact Assessment (EIA) is required and it has been concluded that the proposed development would not be likely to have a significant effect on the environment and that the preparation and submission of an environmental impact report is not therefore required.

Details of the proposed works including an Appropriate Assessment screening report and Environmental Impact Assessment screening report are available for inspection online at https://consult.corkcity.ie and also at Reception Desk, Cork City Council, City Hall, Anglesea Street, Cork T12 T997 on working days from Friday the 1st of December 2023 to Friday the 12th  of January 2024 between 10.00 a.m. and 4.00 p.m. and Hollyhill Library, Harbour View Road, Knocknaheeny, Cork T23 N250 on working days from Friday the 1st of December 2023 to Friday the 12th of January 2024 between 10.00 a.m. and 5.30 p.m.

Any observations in relation to this proposal should be made electronically through https://consult.corkcity.ie/en/ or forwarded in an envelope marked Glen Ryan and Cattle Market Area Active Travel Improvement’to Senior Engineer, Infrastructure Development, City Hall, Anglesea Street, Cork. Final date for submissions is 4.00 p.m. on Friday the 12th of January 2024.

All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this proposal, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
