Notice Under Section 38 of the Road Traffic Act 1994
Pursuant to the provisions of Section 38 of the Road Traffic Act 1994, Cork City Council hereby gives notice of its intention to carry out the following traffic management measures in the interest of the safety and convenience of road users.
Lotamore Bus Terminal
It is proposed to enhance the provision of public bus services by introducing one new bus stop/stand (terminal) on Lotamore Drive (near Bawnleigh Court) at its junction with the R615 Old Youghal Road. The roadway will be modified to accommodate a new turning and waiting area for buses to support the new Route 28 as part of Phase 3 Cork Network Redesign.
With the new Route 28 commencing on this site, new terminal capacity including lay-over space is needed at Lotamore Drive to support this.
The main elements of the proposed works are:
Introduction of new turning facility, connecting Lotamore Drive and Old Youghal Road, including new carriageway and footway construction.
Facility will incorporate provision of a bus stand and bus stop location, which will allow the buses to stop/stand at the start/end of its route.
Removal of trees/vegetation within green space to the west of Lotamore Drive to accommodate new turning area (quantity and species of replanting to be confirmed during detailed design).
Introduction of kerbing, road drainage, signing and lining to suit lane alignments.
Upgraded uncontrolled crossing facilities within the area to support pedestrian movements.
Renewal/replacement of other road drainage, road signage and road markings as might be necessary.
All other associated ancillary site works.
In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out for the project, in relation to any potential impacts upon any Natura 2000 sites including the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA Screening concluded that no significant effects on any Natura 2000 sites are likely and it was not necessary to undertake any further stages of the Appropriate Assessment process.
In addition, the proposed project has been screened to determine whether an Environmental Impact Assessment (EIA) is required and it has been concluded that the proposed development would not be likely to have significant effect on the environment and that the preparation and submission of an EIA Report is not therefore required.

Any observations in relation to this proposal should be made electronically through https://consult.corkcity.ie/en/ or forwarded in an envelope marked “Lotamore Bus Terminal” to Senior Engineer, Infrastructure Development, City Hall, Anglesea Street, Cork. Final date for submissions is 5.00 p.m. on Friday 18th July 2025.
All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this proposal, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
