Notice Under Section 38 of the Road Traffic Act 1994
L2263 Old Fort Road for a westbound offline (layby) Bus Stop/Stand near its access to Castlewest Shopping Centre.
Pursuant to the provisions of Section 38 of the Road Traffic Act 1994, Cork City Council hereby gives notice of its intention to carry out the following traffic management measures in the interest of the safety and convenience of road users.
Waltham Abbey Bus Stop Scheme
It is proposed to enhance the provision of public bus services by introducing one new bus stop/stand on Old Fort Road, near its access to Castlewest Shopping Centre. The roadway will be modified to accomodate a new offline (layby) bus stop/stand and new hardstanding area.
The main elements of the proposed works are:
Proposed southbound 20m bus cage to be installed with a double yellow lines either side.
Proposed bus layby to be installed in the existing verge.
Accessible kerbing to be provided along the length of the eastbound and westbound bus boarding area.
Uncontrolled crossing with tactile paving to be installed at the existing crossing point across Castlewest Shopping Centre access.
Existing centreline to be adjusted to allow for a minimum of 3.2m wide lane widths.
Gullies to be installed within the proposed layby.
Existing coach set down sign to be relocated and installed east of the proposed bus stop.
Four existing trees to be removed.
Renewal/replacement of other road drainage, road signage and road markings as might be necessary.
All other associated ancillary site works.
In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out for the project, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening concluded that no significant effects on any Natura 2000 sites is likely and it was not necessary to undertake any further stage of the Appropriate Assessment process.
In addition, the proposed project has been screened to determine whether an Environmental Impact Assessment (EIA) is required and it has been concluded that the proposed development would not be likely to have significant effect on the environment and that the preparation and submission of an Environmental Impact report is not therefore required.
Drawings and other details of the proposed works including an Appropriate Assessment screening report and Environmental Impact Assessment screening report are available for inspection online at https://consult.corkcity.ie, at Reception Desk, Cork City Council, City Hall, Anglesea Street, Cork on working days from Friday 13th June 2025 to Friday 18th July 2025 between 10.00 a.m. and 4.00 p.m.
Any observations in relation to this proposal should be made electronically through https://consult.corkcity.ie/en/ or forwarded in an envelope marked “Waltham Abbey Bus Stop Scheme” to Senior Executive Officer, Traffic Regulation and Safety, City Hall, Anglesea Street, Cork. Final date for submissions is 5.00 p.m. on Friday 18th July 2025

Accordingly, they will be included in the minutes of that meeting and may appear in the public domain.
