Public Consultation on Proposed Variation No. 2 (Cork Docklands) to the Cork City Development Plan 2022-2028
Notice is hereby given that Cork City Council, pursuant to Section 13 (2) of the Planning & Development Act 2000 (as amended), has prepared Proposed Variation (No. 2) to the Cork City Development Plan 2022 – 2028 (as varied) in respect of Cork Docklands.
Proposed Variation No. 2 (Cork Docklands) incorporates an updated policy framework and guidance for this strategic 147ha regeneration site, east of the city centre. Detailed analysis and design work progressed through the Cork Docklands Framework Plan has reconciled strategic design issues. An illustrative Framework Plan highlights how strategic infrastructure will be delivered and is designed to enable sustainable and active travel, community infrastructure and private development for the future neighbourhood.
The Proposed Variation comprises of three elements:
Part A: Updates to “Volume 1: Written Statement” of the Cork City Development Plan 2022-2028 where it relates to “Chapter 10: Key Growth Areas and Neighbourhood Development Sites (2. City Docks)”. Consequential text changes arise within “Chapter 1: Introduction”, “Chapter 11: Placemaking and Managing Development” and “Chapter 12 Land Use Zoning Objectives”.
Part B: A series of mapping updates in “Volume 2: Mapped Objectives” of the City Development Plan that relate to Map 01, (Land use zoning), Map 02 (Infrastructure) and Chapter D (Drainage).
Part C: A new “Volume 4” of the City Development Plan which contains an overview of the design strategies arising from the Framework Plan and inclusion of Supplementary Guidance.
Proposed Variation No. 2 (Cork Docklands) is accompanied by Strategic Environmental Assessment (SEA) Screening Report and an Appropriate Assessment (AA) Screening Report.
Submissions or observations on Proposed Variation No. 2 (Cork Docklands) are hereby invited from the public and interested parties. Children or groups and associations representing the interests of children are entitled to make a submission or observation. All written submissions will be duly considered by the Planning Authority and taken into consideration before the making of the proposed variation.
Submissions may be made during the period 9.00 AMWednesday 30 April 2025 until 5 PM Wednesday 28th May 2025 (both dates inclusive) and viewed at the following locations:

In respect to making a submission, please note the following:
Submissions/ observations should include your name and address and where relevant, details of any organisation, community group or company etc. which you represent.
Children or groups or associations representing the interests of children, are particularly encouraged to make submissions or observations.
Please note that observations or submissions will be made public on the Council’s website (http://consult.corkcity.ie/) and will also form part of the statutory Chief Executive’s Report, which may be published on the Council’s website. The details including the names of those making a submission may be shared with relevant Council and Government Departments or their agents involved in the process.
Please make your submission by one medium only. i.e. hard copy, e-mail or online submission. We encourage people to use the online links to submit your submission/observation. Other mediums are available (as outlined above) if this option is inaccessible to you.
Written submissions or observations made to the Planning Authority within the period stated will be considered when preparing the Chief Executives Report. As stated above, submissions will only be accepted during the period 9am 30 April to 5pm 28 May 2025. Late submissions will not be accepted.
Please note that in accordance with Section 13 of the Planning and Development Act 2000 (as amended) all valid submissions received by the Council shall be published on the Cork City Council website within 10 working days of its receipt by the Council and can be viewed at http://consult.corkcity.ie. You should ensure that no vexatious, libellous, or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission or part thereof that does not comply with this requirement. Please be advised that the submission will be published in full.
