Public Notice Under Section 38 of the Road Traffic Act 1994 [AS AMENDED]

Pursuant to the provisions of Section 38 of the Road Traffic Act 1994, Cork City Council hereby gives notice of its intention to carry out the following traffic management measures in the interest of the safety and convenience of road users.

Rossa Avenue, Allendale Avenue and Foxford Avenue Active Travel Scheme

The aim of the various measures is to provide a safe high-quality route with an increased level of service for pedestrians and cyclists.  The main features of the proposed scheme are:

  • Improvements to existing junctions and footpaths at Allendale Avenue and Foxford Avenue to enhance pedestrian safety.
  • Uncontrolled pedestrian crossing facilities, including raised tables and tactile crossing points to improve accessibility and pedestrian safety.
  • Installing rain gardens with planting, to increase biodiversity and reduce rainwater run-off.
  • The provision of a raised table uncontrolled crossing on Rossa Avenue (between ‘Saint Francis’ (T12D8W6) and ‘Saint Benedicts’ (T12 R1X2)) to facilitate traffic calming.
  • Upgrading the existing contraflow cycle lane on Rossa Avenue.
  • Adjusting the existing road layout to enhance safety, including narrowing junctions, tightening corner radii, road lining, signage etc.
  • All other necessary associated siteworks.

In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out in relation to any potential impact these proposals may have upon the Cork Harbour Special Protection Area [Site No. 004030], the Great Island Channel Special Area of Conservation [Site No. 001058] and the Blackwater River (Cork/Waterford) Special Area of Conservation [Site No. 002170). The findings of the AA screening noted that no significant effects on any Natura 2000 site are likely, and it is not necessary to undertake any further stage of the Appropriate Assessment process.

In addition, the proposed development has been screened to determine whether an Environmental Impact Assessment (EIA) is required, and it has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed development and an EIA is not required.

Alternatively, the Plans & Particulars will be available for inspection or purchase on working days from Friday 8th August 2025 until Friday 12th September 2025 at Reception Desk, Cork City Council, City Hall, Cork.  Please note all such inspections shall be by appointment only. Submissions and observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development is situated, may be made:

•          Electronically through https://consult.corkcity.ie/en ,or

•          In writing to Senior Engineer, Infrastructure Development, City Hall, Cork. It should be clearly marked “Rossa Avenue, Allendale Avenue and Foxford Avenue Active Travel Scheme”.

The closing date for receipt of submissions and observations is Friday the 12th September 2025 at 4.00p.m.

All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council regarding this scheme, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
