Active Travel Improvement Works Coolroe Meadows, Ballincollig.

Notice Under Section 38 of the Road Traffic Act 1994

 

Pursuant to the provisions of Section 38 of the Road Traffic Act 1994, Cork City Council hereby gives notice of its intention to carry out the following traffic management measures in the interest of the safety and convenience of road users.

Coolroe Meadows, Ballincollig

It is proposed to provide north and south bound cycle lanes to Coolroe Meadows, extending from the Greenfields roundabout at the southern end to the R608 at the northern end.

The main elements of the proposed works are:

  • The construction of north and south bound cycle lanes to Coolroe Meadows, extending from the Greenfields roundabout at the southern end to the R608 at the northern end.
  • The removal of an existing roundabout at “The Close”/”Woodberry” and it’s replacement with an uncontrolled junction
  • Raised pedestrian crossings at junctions and accesses along the route.
  • Provison of controlled pedestrian crossing to Coolroe Meadows south of “The Close”/”Woodberry” Junction.
  • The scheme will involve limited realignment of the existing carriageway to facilitate the new cycle infrastructure
  • New road marking and signage.
  • Other necessary associated works.

In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out for the project, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening concluded that no significant effects on any Natura 2000 sites is likely and it was not necessary to undertake any further stage of the Appropriate Assessment process.

In addition, the proposed project has been screened to determine whether an Environmental Impact Assessment (EIA) is required and it has been concluded that the proposed development would not be likely to have significant effect on the environment and that the preparation and submission of an environmental impact report is not therefore required.

Details of the proposed works including an Appropriate Assessment screening report and Environmental Impact Assessment screening report are available for inspection online at https://consult.corkcity.ie and at Reception Desk, Cork City Council, City Hall, Anglesea Street, Cork on working days from Friday the 1st July 2022 to Tuesday the 2nd August 2022 between 10.00 a.m. and 4.00 p.m.

Any observations in relation to this proposal should be made electronically through https://consult.corkcity.ie/en/ or forwarded in an envelope marked Active Travel Improvement Works Coolroe Meadows, Ballincolligto Senior Engineer, Infrastructure Development, City Hall, Anglesea Street, Cork. Final date for submissions is 5.00 p.m. on Tuesday 2nd August 2022.

All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council regarding this proposal, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
