Pursuant to the requirements of Part 8 of the Planning & Development Regulations 2001 (as amended), notice is hereby given that Cork City Council plans to carry out the project titled:
Nash’s Boreen Pedestrian and Cycle Scheme
Upper Fairhill, Cork City
The proposed works include:
·From the junction of Nash’s Boreen with Upper Fairhill Road to the “Welcome to Nash’s Boreen” sign, approximately 0.38 km in length, works will include road resurfacing, improved footpaths, and additional traffic-calming measures where appropriate.
·From the “Welcome to Nash’s Boreen” sign to the junction with David McCarthy Road, approximately 1.7 km in length, works will include road resurfacing, new or improved road markings, corner treatments, and limited road widening where suitable.
·Junction improvements at the following locations:
oNash’s Boreen / Upper Fairhill / Bride Valley Park
oNash’s Boreen / David McCarthy Road (Hollyhill)
·Closure to vehicular traffic, and provision of a shared Active Travel Facility, on the section of Nash’s Boreen extending from the junction with David McCarthy Road to a point approximately 870m north-east along Nash’s Boreen by installation of bollards/barriers at either end of this section.
·Installation of improved boundary treatments and fencing, where feasible and appropriate, in the interest of safety.
·Upgrading of drainage systems to improve surface-water runoff.
·Provision of improved ecologically sensitive public lighting throughout the length of Nash’s Boreen.
Provision of improved, ecologically sensitive public lighting throughout Nash’s Boreen In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out on the proposed development, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030], Blackwater River Special Area Of Conservation [site code 002170] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening noted that no significant effects on any Natura 2000 sites is likely and it was not necessary to undertake any further stage of the Appropriate Assessment process.
In addition, the proposed development has been screened to determine whether an Environmental Impact Assessment (EIA) is required or not. It has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed development, and that an EIA is not required.
In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks beginning on Monday 5th October 2026, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Coimisiún Pleanála, 64 Marlborough Street, Dublin 1.
Plans and Particulars of the proposed development, including the Appropriate Assessment screening report and Environmental Impact Assessment screening report, are available to view by visiting https://consult.corkcity.ie/en
Alternatively, the Plans & Particulars will be available for inspection or purchase on working days from Monday 5th October 2026 to Monday 16th November 2026 at Reception Desk, Cork City Council, City Hall, Cork.
Submissions and observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development is situated, may be made;
·In writing to Senior Engineer, Infrastructure Development, City Hall, Cork.
Submissions should be clearly marked “Nash’s Boreen Pedestrian and Cycle Scheme”
Closing date for all submissions is on Monday 30th November 2026 at 4:00pm.
All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this scheme, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
