NOTICE UNDER SECTION 38 OF THE ROAD TRAFFIC ACT 1994 (AS AMENDED)

 

SAFE ROUTES TO SCHOOL – ST. CATHERINES NATIONAL SCHOOL

Pursuant to the provisions of Section 38 of the Road Traffic Act 1994 (as amended), Cork City Council hereby gives notice of its intention to carry out various safety improvement measures to improve pedestrian and cycling infrastructure and the front of school environment at St. Catherines National School, Bishopstown Avenue West, Model Farm Rd, as part of the Safe Routes to School programme.

The main features of the proposed works are as follows:

  • The widening of footpaths around the front of school areas to improve pedestrian safety.
  • The provision of six raised tables including eight uncontrolled courtesy crossings at the immediate surrounding areas of the school to facilitate traffic calming and pedestrian safety.
  • The provision of raised continuous footpaths across vehicular entrances to highlight pedestrian priority at the Front of School area.
  • The introduction of a one-way traffic system, flowing from North at the junction of Highfield Lawn, to South of Highfield Lawn.
  • The introduction of a one-way traffic system, flowing from West at the junction of Woodleigh Park to East of Bishopstown Avenue.
  • The provision of road markings to highlight a shared cyclist/vehicle carriageway.
  • The provision of advanced warning signage, road markings and high friction coloured surfacing, on the approach to the Front of School Gateways, as a means of calming traffic in the interest of cyclist and pedestrian safety.
  • Road realignment including narrowing of the carriageway to facilitate traffic calming.
  • Other necessary associated ancillary works.

 

In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out on the proposed scheme, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening noted that no significant effects on any Natura 2000 sites are likely, and it was not necessary to undertake any further stage of the Appropriate Assessment process. In addition, the proposed scheme has been screened to determine whether an Environmental Impact Assessment (EIA) is required, and it has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed scheme and that an EIA is not required.

Plans and particulars of the proposed works will be available for public inspection from Tuesday 09th of April 2024 until Monday 13th of May 2024.

Submissions and observations with respect to the proposed works may be made;

The deadline for receipt of submissions and observations is 4:00 pm on Monday 13th of May 2024.

All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this scheme, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
