Cycling Mode Share Target 4%
Target Figure . The target figure of 4% is based on CMATS data from 2011 census and this is also a target for the greater Metropolitan Area to 2040 , not the City Boundary Area up to 2028. The figure of 4% is a forecast modelling figure for 2040 CMATS area and not an ambitiuos target for 2028. 4% is also a step backwards from the stated target of 10% by 2020 under the National Cycle Policy Framework. The figure of 4% is very low comapred to second cities and similar size cites in other countries. A target of 20% for Cork is more aligned with our goals for a liveable 15-minute city, Climate Change and Environment Objectives, and a transition to a low carbon sustainable future as stated in the Core Strategy objectives. A stated target of 20% in the Active Travel Objective 4.4 is a measurable, time related and actionable objective that would require a active monitoring and progress reports at regular development plan review stages.
A main request is to adopt a more ambitious mode share target for 2028 of 20% , and for this target to be stated in Active Travel objective 4.4. This target is more aligned with sustainable development goals and a transition to a low carbon sustainable future. A target of 20% or higher should be included in Active Travel objective 4.4 for active monitoring and evaluation
For Cork City to have a more ambitious Cycle mode share target of 20% for the year 2028 in order to achieve a meaningful growth in cycling mode share
