To point 3.37: (page 79) The increase in provision of student accommodation over the duration of the development plan should incorporate measures to ensure these are kept affordable. Purpose-built student accommodation is used by full time students who may at most have a part time job, not a full-time income. Measures should be in place to reflect this in the rent levels. The measures mentioned in 3.40 to achieve this through exempting PBSA schemes from the provisions of Part V of the Development Act may not be enough. Rent caps should be in place to keep the rent for low-income students well below market rate.

To point 3.46: (page 80) In order to curb under- occupation of the housing stock older people living on their own could be encouraged to allow students to live with them for rent and social time. This has been trialled in The Netherlands but unfortunately I am not aware of the outcome of the trial.
