I therefore support the designation of many areas of the city as Architectural Conservation Areas Under headings of Building Typology and Character Defining Elements; Architectural; Historical, where quay walls are regularly mentioned as being of significant value and of great historical significance.

Obj 8.23 mentions specifically features within the public realm and states that works that have a negative impact on such features shall not be generally permitted. This is a welcome objective and I suggest that it should be implemented by not permitting the installation of railings alongside quay walls, which detract from the historic walls. By installing these railings and locating seats at a distance from the wall people are encouraged to sit away from the wall and would be unable to view the river and the wildlife within and around it.

Landscape Assets to be protected are listed B,C,D,E,G,I,Q, which includes Water/river corridors, Tree canopy, Ecology – areas which provide a habitat for wild flora and fauna However Site Specific Objectives include

'To provide an additional public pedestrian bridge to access the development site at the eastern end of the distillery site from the Lee Maltings site;'

The objective would appear to be inconsistent with the protection of the assets.

I propose that this specific objective, for the provision of a bridge for which no plausible reason is given, be deleted from the plan.
