4. Transport and Mobility

Re. Amendments stage – Cork City Development Plan 2022-2028

I support the following material amendments to the Cork City Development Plan 2022-2028:

  1. Amendment 1.48, which includes a bullet point within a new objective 2.x

…The plan will seek to co-ordinate the delivery of compact deliverable growth by facilitating the planning and design of the following land use related issues:

  • Enable high levels of mobility connecting Bus Connects Cork, the proposed LRT route and the emerging Lee to Sea Greenway.

And

 2.   Amendment 1.12, Ref. Fig. 2.8, Page 34, to amend legend in Core Strategy Map – Cork City 2040 to read Lee to Sea Greenway in the map legend.

These amendments better align Cork City Development Plan with RSES - CMASP Objective 8 (i) and Objective 17 (c) and CMATS (Permeabillity and Wayfinding) and (Greenway Cycle Network), with both metropolitan plans having specific support for the Lee to Sea Greenway.

Given the following points:

  1. CMATS Implementation Chapter identifies the Lee to Sea Greenway as a short to medium term deliverable.
  2. This strategic commuter transport corridor offers significant planning gains for Cork City Council, residents and visitors, local business and the environmentand
  3. The Lee to Sea Strategic Greenway corridor would pay for itself in terms of an economic cost benefit analysis in the short to medium term;

I request the following additional amendments:

  • That a bespoke objective is included within the Transport and Mobility chapter for the Flagship mixed modal Greenway to be delivered within the Plan Period and to an international standard for all ages and abilities.

   And

  • That the same map legend clarification ‘Lee to Sea Greenway’ is made within the Cork City 2028 Map

These suggested amends will support the application for future funding and will provide multiple benefits to people living, working, studying and visiting Cork.
