Development Act, 2000 and Part 8 of the Planning and Development Regulations 2001 (as amended)
Pursuant to the requirements of Part 8 of the Planning & Development Regulations 2001 (as amended), notice is hereby given that Cork City Council plans to carry out the project titled:
Mayfield Library & St.Joseph’s Community Centre
Extension & Renovation
The proposed development consists of the following:
- Proposed combined Library & Community Centre entrance foyer via new extension to Old Youghal Road to the north.
- Proposed Library extensions to the east (current car-park area) and towards the rear south boundary.
- Proposed internal reconfiguration to both the Library & the Community Centre, facilitating shared communal spaces and uses.
- Extensive internal and external renovations to include replacement and upgrading to the existing building fabric, materials, and elevation treatments.
- Proposed Public Realm upgrades along Old Youghal Rd and also via new public plaza and parking areas to the east.
- Proposed diversion of the existing mains storm and foul drainage lines from the rear of the Library to facilitate location of rear extension.
- All associated site works.
In accordance with the Habitats Directive, an Appropriate Assessment Screening has been carried out on the project, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening noted that no significant effects on any Natura 2000 sites is likely, and it was not necessary to undertake any further stage of the Appropriate Assessment process.
In addition, the proposed development has been screened to determine whether an Environmental Impact Assessment Report (EIAR) is required, and it has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed development and an EIAR is not required.
In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks beginning on the 22nd of April 2024 apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Bord Pleanála, 64, Marlborough Street, Dublin 1.

Alternatively, the Plans & Particulars will be available for inspection on working days from Monday the 22nd April to Monday the 20th May 2024 at Reception Desk, Cork City Council, City Hall, Cork. Plans & Particulars will also be on display at Mayfield Library. Please note our public counters in City Hall, Anglesea Street, Cork are open from 10 a.m. - 4 p.m. Monday to Friday excluding bank holidays. However, please note for all such inspections to telephone our Customer Service Unit at 021 492 4000 or to visit our website www.corkcity.ie before coming to City Hall. Members of the public visiting City Hall are requested to make an appointment where possible.
