Public Consultation on Proposed Variation (No. 3) (NPF Implementation) to the Cork City Development Plan 2022-2028

Notice is hereby given that Cork City Council, pursuant to Section 58 of the Planning & Development Act 2024 (as amended), proposes to vary the Cork City Development Plan 2022–2028 (as varied).

 

Reasons for the Proposed Variation

Proposed Variation (No. 3) will assist in the accelerated delivery of housing across the City by ensuring that population and housing supply targets are consistent with the First Revision of the National Planning Framework (NPF) and the ‘NPF Implementation: Housing Growth Requirements Guidelines for Planning Authorities (2025)’. Proposed Variation (No. 3) also updates the rural housing policy to align with updated Census data, and includes minor amendments to update the City Development Plan in relation to Ministerial Guidelines issued since the adoption of the Plan in 2022.

 

Content of the Proposed Variation

Proposed Variation (No. 3) incorporates text and mapping changes to the following chapters and maps of the current Cork City Development Plan 2022-2028 (as varied):

  1. Proposed amendments to ‘Volume 1: Written Statement’ of the Plan
  • Chapter 2: Core Strategy
  • Chapter 3: Delivering Homes and Communities
  • Chapter 6: Green & Blue Infrastructure, Open Space & Biodiversity
  • Chapter 10: Key Growth Areas & Neighbourhood Development Sites
  • Chapter 11: Placemaking & Managing Development
  • Chapter 12: Land Use Zoning Objectives
  • Appendix 1: Compliance with Ministerial Guidelines
  1. Proposed amendments to ‘Volume 2: Mapped Objectives’ of the Plan (a legend map is provided; this is not a formal part of the Proposed Variation but is provided for indicative purposes).

 

Strategic Environmental Assessment

Proposed Variation (No.3) is accompanied by a Strategic Environmental Assessment (SEA) Environmental Report (of the likely significant effects on the environment of implementing the proposed Variation), and associated Screening for SEA Determination, prepared in accordance with the SEA Directive (2001/42/EC) and the European Union (Land Use Planning - SEA) Regulations 2025.

 

Appropriate Assessment

With respect to the Determination in respect of the Appropriate Assessment (AA) of Proposed Variation (No.3) on the basis of a screening for AA, Cork City Council has determined that, pursuant to Section 202 of Part 6 of the Planning and Development 2024 (as amended), and for the purposes of Article 6(3) of the European Habitats Directive (92/43/EEC) (as amended), that it can be excluded, on the basis of objective information, that the emerging Proposed Variation, individually, or in combination with other plans and projects, is not likely to have any significant effect on any European site. Therefore, Stage 2 AA is not required. The Screening for AA Determination has been informed by a Screening for AA Report. Both documents detail the reasons for the determination and accompany Proposed Variation (No.3).

 

Strategic Flood Risk Assessment

Proposed Variation (No. 3) is accompanied by a Strategic Flood Risk Assessment (SFRA) Report, in accordance with the requirements of the Planning System and Flood Risk Management Guidelines for Planning Authorities (2009).

Making a Submission

Cork City Council hereby invites any interested parties, including the public, children, or groups or associations representing the interests of children and other interested parties to make a submission on Proposed Variation (No. 3) (NPF Implementation) to the Cork City Development Plan 2022-2028 (as varied), the SEA Environmental Report and associated Screening for SEA Determination and / or Screening for AA Report and associated Screening for AA Determination and / or SFRA Report by 5PM on 13th May 2026.

All submissions with respect to the Proposed Variation and the strategic environmental assessment or appropriate assessment received during the period stated below will be taken into consideration before the making of the Variation.

Submissions may be made during the period 9.00 AM Wednesday 15th April 2026 until 5 PM Wednesday 13th May 2026 (both dates inclusive) in either of the following two ways:

All hard copy submissions should be clearly headed with “Proposed Variation (No. 3) Cork City Development Plan 2022-2028”.

In respect to making a submission, please note the following:

  • Submissions should include your name and address and where relevant, details of any organisation, community group or company etc. which you represent.
  • Children or groups or associations representing the interests of children, are particularly encouraged to make submissions.
  • Please make your submission by one medium only. i.e. via the online Consultation Portal, or in hard copy. This will avoid the duplication of submission reference numbers and will streamline the process. We encourage the use of the online link to submit submissions.
  • Late submissions will not be accepted.
  • Please note that submissions will be made public on the Council’s website (http://consult.corkcity.ie/) and will also form part of the statutory Chief Executive’s Report, which will be published on the Council’s website. The details including the names of those making a submission may be shared with relevant Council and Government Departments or their agents involved in the process.
  • Please note that in accordance with Section 58 of the Planning and Development Act, 2024 (as amended) all valid submissions received by the Council shall be published on the Cork City Council website within 10 working days of its receipt by the Council and can be viewed at http://consult.corkcity.ie. You should ensure that no vexatious, libellous, or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission or part thereof that does not comply with this requirement. Please be advised that the submission will be published in full.
