Part 8 Planning Notice
Notice under Section 179 of the Planning and Development Act, 2000 and Part 8 of the Planning and Development Regulations 2001 (as amended)

Pursuant to the requirements of Part 8 of the Planning & Development Regulations 2001 (as amended), notice is hereby given that Cork City Council plans to carry out the project titled:

Lehenaghmore Road Improvement Scheme

The proposed development consists of the following:

  • A minimum 1.8m wide footpath will be provided on the outbound/eastern side of the L2455 - 1.5km long.
  • A minimum 2.0m wide footpath will be provided on the inbound/western side of the L2455 - 1.45km long.
  • A new 2m wide on-road segregated cycle lane will be provided on the outbound/eastern side of the L2455 - 1.5km long.
  • A 3m wide footpath will be provided on the outbound/eastern side of Pouladuff Road over the N40 linking the Tramore Road roundabout to the Cork Builders Providers roundabout - 300m in length. A 1.8m wide footpath will also be maintained on the inbound/western side of this section of road.
  • A 4m wide pedestrian & cycle bridge will be provided on the outbound/eastern side of the old Bandon Railway Bridge. Note the new bridge will run parallel to the existing stone bridge however it will not impact on the existing bridge.
  • A new eastbound and new westbound connection will be provided from the L2455 to the Bandon Railway Greenway.
  • A new 2m wide footpath will be provided on the outbound/eastern side of L2454 Togher Road from Lehenaghmore Park Sports Ground through Barrett's junction, to connect to the existing footpaths on Togher Road - 700m in length.
  • A new 1.8m wide footpath will be provided on the inbound/western side of Togher Road in the area fronting the existing housing development - 200m in length.
  • Bus shelters and bays will be provided where required.
  • The existing road carriageway will be widened to 6m.
  • Controlled and uncontrolled crossing facilities will be provided.
  • Raised entry treatment crossings will be provided at the junctions with access roads (Southside Ind. Estate, Matthew Hill Business Park, Swan's Nest Business Park, Lehenaghmore Business Park, Manor Farm, Laurel Brook, Matthew Hill).
  • A new "City Gateway" Roundabout with controlled crossing facilities will be provided at Barrett's Junction.
  • The Forge Hill/Pouladuff Road junction will be signalised.
  • A new surface water drainage system will be provided.
  • A new low energy LED public lighting scheme will be provided.
  • New road lining, signage, hard landscaping, soft landscaping, boundary treatments etc will be provided.
  • To facilitate the construction of the above transportation infrastructure it will be necessary to acquire certain adjoining lands.

 

In accordance with the Habitats Directive, an Appropriate Assessment Screening has been carried out on the project, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening noted that no significant effects on any Natura 2000 sites is likely and it was not necessary to undertake any further stage of the Appropriate Assessment process. Cork City Council accepts these findings.

 

In addition, the proposed development has been screened to determine whether an Environmental Impact Assessment (EIA) is required and it has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed development and an EIA is not required. Cork City Council accepts these findings.

Alternatively the Plans & Particulars will be available for inspection on working days from Friday 06th November to Monday 7th December, 2020 at Reception Desk, Cork City Council, City Hall, Cork. Submissions and observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development is situated, may be made;

 

  • In writing to Senior Engineer, Infrastructure Development, City Hall, Cork. It should be clearly marked “Lehenaghmore Road Improvement Scheme.”

Closing date for all submissions is on or before 5:00 p.m. on Tuesday 22nd December, 2020.

 

All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this scheme, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Retention Policy and relevant Data Protection legislation.
