Strategic objective 2

proposed amendment two strategic objective 2 wording as follows:

“to ensure that new homes are provided with a good mix of accommodation types and sizes to meet the needs of people with varying abilities of all members of society”

 

“… two ensure placemaking is at the heart of all development to create attractive, accessible, livable, well designed, safe, secure, and welcoming high-quality urban places.”

Objective 3.1

c. Plan for communities in accordance with the aims, objectives and principles of ‘Sustainable Residential Development in Urban Areas’ and the accompanying ‘Urban Design Manual – A Best Practice Guide’, Universal Design and standards, and any updates.

c. Consciously considering specific people groups in the development of planning policy, strategies and frameworks with an emphasis on older people and people with disability.

b. At the neighbourhood level, the development contributes to a mixed and inclusive neighbourhood and mitigates against a high concentration of Student one residential  area.

Cork City Council will support and encourage the adaptation of existing homes consistent with NPO 34 of the NPF infill development and the conversion of upper floors in commercial areas with access and lift access to upper floors to allow for older people and people with disabilities to take up residence to in principle to ensure that homes small sites and vacant space are utilised for new housing supply whilst still ensuring high standards of residential amenity for existing adjoining homes.

Objective 3.10

e. Integrating community facilities including provisions for primary care centres within a range of housing designed for the elderly such as assisted living homes and clusters (with support), transition clusters (combining mainstream and supported living) and step down units (with care), and specialised care homes.

Objective 3.11

a. Are located close to community, primary care and social infrastructure required by occupants (e.g. shops, post office, community centres, etc) ensuring older people can remain part of existing communities.

b. Are easily accessible for residents, employees, visitors and service providers with specific Age Friendly Parking spaces provided.

 

 

Objective 3.14 Community Infrastructure and Services

To work with our communities and infrastructure providers in facilitating the development and provision of a range of accessible, socially inclusive, multi-functional and diverse community facilities throughout the City.

To be considered in the above “Appropriate community infrastructure to be provided taking into account the number of older people living in the areas ie: from the Cork City Council Neighbourhoods Report Airo Report”

Objective 3.26 Healthcare Infrastructure

To support the sustainable provision and expansion of hospitals and other healthcare facilities within the city including the provision of primary care centres and other specialist facilities at suitable locations, taking in to account the number of older people and people with disability in any given area (CSO 2016) subject to the proper planning and sustainable development considerations.

Objective 3.27 Sustainable Transport for Hospitals and Healthcare Facilities

To support the preparation and implementation of sustainable travel plans at hospitals and major healthcare facilities to reduce on-site parking, congestion and associated amenity impacts. To take into account areas with high population of older adults  and people with disability , as outlined by Cork City Neighbourhoods survey (CSO 2016) and areas without public transport to major healthcare facilities when preparing sustainable travel plans.

Objective 3.28

Additional point to be added

“When creating cycling infrastructure have separate cycling path and pedestrian pathways.”

b. To support and facilitate the development of outdoor and indoor recreational facilities including ample age friendly seating and seating for all and toilet facilities  to cater for all age-groups on suitable sites.

Objective 3.34

It is noted under 3.34 that the by Cork Age Friendly City Older Persons Representatives do not feel safe in the city centre at this current point and time and therefore all work done to correct this a matter of urgency.

Additional point to be added under 3.34

“Cork City Council through inter sectoral working with the CORE City Centre Group to fill vacant shops with the upmost of urgency”

This Cork Age Friendly representatives feel will add to the feeling of safety in the city.

 

Main opinion: 

The CDP draft; as it stands, is a good catch all with many nods to universal design but Cork Age Friendly Rep's opinion is that there needs to be more equitable access to services provided to older people and more provisions made for older people and people with disability (including many older people with acquired disability) in the planning of housing, recreation, parks and spaces and places. The city is getting older and Cork Age Friendly Rep's opinion is that if we fail to plan now for the inevitable aging that is happening then our city will NOT function for many of its communities in the years to come.
