                  NOTICE UNDER SECTION 179 OF THE PLANNING & DEVELOPMENT ACT 2000                       

AS AMENDED & PART 8 OF THE PLANNING & DEVELOPMENT REGULATIONS 2001 AS AMENDED

Pursuant to the requirements of Part 8 of the Planning & Development Regulations 2001 as amended, Notice is hereby given that the development as described hereunder (“the proposed development”) is proposed to be carried out for Cork City Council by way of a Project Agreement with Mavro Limited (‘’the developer’’).

The Farranferris proposed development, comprises of the construction of a residential development of 26 no. dwelling units, all designed to take into account the existing urban architecture. The development site area is approximately 0.49 hectares. The site is located in Farranferris, fronting onto Lover’s Walk to the North of Cork City Centre.  Access to the development will be via Seminary Place.

The proposed development will comprise of:

  • The demolition of an existing structure on site.
  • Construction of 26 No. dwelling units within the following;
    • One two-storey block (Block A) comprising of:-
      • 5 no. 1-bedroom apartments,
      • 5 no. 2-bedroom apartments.
    • One three-storey block (Block B) comprising of:-
      • 2 no. 1-bedroom apartments,
      • 14 no. 2-bedroom apartments.
  • Provision of 11 no. parking spaces.
  • All ancillary site works and signage as outlined in the plans and particulars.

In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out on the project, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening noted that no significant effects on any Natura 2000 sites is likely, and it was not necessary to undertake any further stage of the Appropriate Assessment process.

In addition, the proposed development has been screened to determine whether an Environmental Impact Assessment (EIA) is required, and it has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed development and that an EIA is not required.

In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks beginning on the 6th of July 2022 apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Bord Pleanála, 64, Marlborough Street, Dublin 1.

The site is located to the northeast of the Farranferris Seminary, which lies outside the proposed development site, and which is listed on the Record of Protected Structures (RPS No. PS623). This educational complex is also recorded on the National Inventory of Architectural Heritage (NIAH), as follows: the original Victorian seminary (Ref: 20862028), an original Victorian chapel (Ref: 20862030) and a 1960s school building (Ref: 20862029). Cork City Council’s Conservation Section is of the view that the nature and scale of the proposed development to the northeast of the historic seminary would not negatively impact the setting of the protected structure.  The proposed development will have a positive impact on this part of the city by providing quality social housing.

Plans and particulars of the proposed development, including an Appropriate Assessment Screening Report and an Environmental Impact Assessment Screening Report, will be available for inspection from Wednesday 6th July 2022 until Thursday 4th August 2022.

The closing date for submissions and observations is Thursday 18th August 2022 at 4.00pm.

All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this scheme, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Data Protection Policy and Privacy Statement (which are available to view on www.corkcity.ie) and relevant Data Protection legislation.
