Glanmire to City Cycle Route (Phase 2)

PUBLIC NOTICE

PART 8 PLANNING NOTICE

NOTICE UNDER SECTION 179 OF THE PLANNING AND DEVELOPMENT ACT, 2000 AND PART 8 OF THE PLANNING AND DEVELOPMENT REGULATIONS 2001 (AS AMENDED)

Pursuant to the requirements of Part 8 of the Planning & Development regulations 2001 (as amended), notice is hereby given that Cork City Council plans to carry out the project titled:

Glanmire to City Cycle Route (Phase 2)

The proposed development consists of the following:

• Provision of 4.9km scheme with 1.4km of two-way segregated cycle track and 3.5km of shared areas. These facilities will be provided on the southern side of the roadway from Penrose Quay to the entrance to the Port of Cork. From here the facility crosses to the northern side of the Port of Cork Tivoli Estate Road before crossing the railway line and terminating at the Dunkettle roundabout. Minimum two-way cycle track width of 2.75m.
• Provision of segregated footpaths along the southern side of the two-way segregated cycle track (1.4km) along the quays and Lower Glanmire Road. Minimum footpath widths of 1.8m.
• Provision of shared areas along the route and on the northern side of the North Ring Road junction to provide connectivity to the proposed facility.
• Provision of a 25m (approx.) steel bridge across the dry dock at McMahons Builders Yard,
• Provision of a 170m (approx.) long shared area ramp at existing North Ring Road overbridge connecting to the Tivoli Estate Road.
• Provision of a 25m (approx.) span steel bridge crossing the railway just west of Dunkettle roundabout.
• Provision of new or upgraded public lighting along the length of the scheme.
• Provision of public realm along the route with elements such as seating areas and bike parking provided on Penrose Quay and Horgan’s Quay and a play area within the Port of Cork 2000 Garden.
• Provision of proposed pedestrian railings, barriers, road markings, signage, drainage and surfacing materials.
• Relocation of Cork Coat of Arms artwork from N8 verge to Dunkettle roundabout.
• Removal of approximately a 10m length of existing stone wall at the entrance to McMahon’s Builder’s yard and another 10m length at the exit onto lower Glanmire Road.

• Removal of 204 no. small to medium trees and planting of approximately 138 new trees in addition approximately 3000 lin m of hedging (native or naturalised species), 2700 m2 of ornamental planting (mix of herbaceous perennials, grasses, bulbs and low growing shrubs) and 3.400 m2 of native wildflower plants including pollinator friendly planting within the proposed verges of the pedestrian/cycle facility.

In accordance with the Habitats Directive, an Appropriate Assessment Screening has been carried out on the project in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No, 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening noted that no significant effects on any of the Natura 2000 sites is likely and it was not necessary to undertake any further stage of the Appropriate Assessment process.

In addition, the proposed development has been screened to determine whether an Environmental Impact Assessment (EIA) is required, and it has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed development and an EIA is not required.

In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks beginning on the 29^th May 2024 apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Bord Pleanála, 64 Marlborough Street, Dublin 1.

Plans and Particulars of the proposed development, including an Appropriate Assessment screening report and an Environmental Impact Assessment screening report are available to view be viewed here on Cork City Councils Consultation Portal.

Alternatively, the Plans and Particulars will be available for inspection or purchase on working days from Wednesday 29^th May to Friday 12^th July 2024 at Reception Desk, Cork City Council, City Hall, Cork.

Cork City Council is subject to the requirements of the Freedom of Information Act, 2014, the Data Protection Act 2018 and to the General Data Protection Regulations (GDPR). Cork City Council’s GDPR policy and Privacy Policy is available on our website http://www.corkcity.ie/gdpr 

All comments, including names and addresses of those making submissions and observations, submitted to Cork City Council in regard to this scheme, will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, they will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council's Retention Policy and relevant Data Protection legislation.
