PUBLIC NOTICE

Notice  Under Part XI of the Planning and Development Act 2000 (as amended) and Part 8, Article 81 of the Planning and Development Regulations 2001

 

National Mobility Hubs Pilot – Cork City

Cork City Council hereby gives notice of its intention to carry out development works at the following locations:

  1. Lapps Quay
  2. Victoria Cross
  3. Mardyke Walk
  4. South Mall
  5. Popes Quay
  6. Glasheen Road/ Hartland’s Avenue

The proposed works will involve the following at each of the above locations:

  • The provision of 2 car sharing parking bays;
  • 1 no. EV charging station (max 2 x 22kw plugs) per site;
  • 1 no. mini pillar;
  • Associated ducting and utilities required for the infrastructure outlined;
  • Information poles and other traffic signs;
  • Dropped kerbs, pavement and small sections of footpath are required;
  • Road markings and kerb treatments where necessary to demarcate the parking bays; and
  • Any required ancillary works.

In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out in relation to any potential impact these proposals may have upon the Cork Harbour Special Protection Area [Site No. 004030], and the Blackwater River (Cork/Waterford) Special Area of Conservation [Site No. 002170]. The findings of the AA screening noted that no significant effects on any Natura 2000 site are likely, and it is not necessary to undertake any further stage of the Appropriate Assessment process.

In addition, the proposed Scheme has been screened to determine whether an Environmental Impact Assessment Report (EIAR) is required, and it has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed Scheme, and an EIAR is not required.

Where any person considers that the proposed development would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 4 weeks beginning on the date of publication of this notice, apply in accordance with the provisions of article 120 of the Planning and Development Regulations 2001 as amended to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have such effects.

Public Consultation

Plans and Particulars of the proposed Scheme, including an Appropriate Assessment screening report and an Environmental Impact Assessment screening report, are available to view by visiting https://consult.corkcity.ie/en/browse and also at the Reception Desk, Cork City Council, City Hall, Anglesea Street, Cork T12 T997 on working days from Friday the 27th of March 2026 to Friday the 24th of April 2026 between 10:00 am and 4:00 pm.

Making a Submission

Any observations in relation to this proposal can be made electronically through https://consult.corkcity.ie/en/, or forwarded in an envelope marked “National Mobility Hub Pilot – Cork” to Senior Executive Transport Officer, Strategic and Economic Development, City Hall, Anglesea Street, Cork. Final date for submissions is 4.00 p.m. on Friday the 8th of May 2026.

Any submissions or observations received by the Council will be considered in the Chief Executive’s Report, which is prepared and presented to the Elected Members. This report will summarise all submissions, address the issues raised, and set out the Chief Executive’s recommendation on whether the development should proceed as proposed or with modifications.
