Part 8 Planning Notice

Notice under Section 179 of the Planning and 
Development Act, 2000 and Part 8 of the Planning and Development Regulations 2001 (as amended) 

Pursuant to the requirements of Part 8 of the Planning & Development Regulations 2001 (as amended), notice is hereby given that Cork City Council plans to carry out the project titled: 

Elizabeth Fort Outdoor Public Spaces Scheme

The proposed development consists of the following: 
  1. External Stage: Timber framed stage structure for a variety of outdoor cultural events (with removable waterproof covering) located to corner of existing 'parade area' within the Fort. 
  2. Re-surfacing: To the main public space 'parade area' within the Fort. Removal of existing concrete/ tarmac to be replaced with wheelchair accessible self-binding fine gravel. 
  3. Seating: Retrofit public seating to the existing stone upstands to the western perimeter of the parade area within the Fort. 
  4. Planting: Improved planting to the perimeter green areas adjacent to the parade ground within the Fort. 
  5. Electrical Upgrade: To existing electrical infrastructure/ power outlets on site to allow for a variety of uses via proposed underground trenching to new power outlet locations to the perimeter of the parade area within the Fort. 
  6. Fire Exit: New alternative means of escape and associated egress via currently bricked up exit to the perimeter fort walls exiting to adjacent Fort St. New landing and railings to exit at Fort St. in lieu of lno. existing car parking space.

In accordance with the Habitats Directive, an Appropriate Assessment Screening has been carried out on the project, in relation to any potential impacts upon the Cork Harbour Special Protection Area [Site No. 004030] and the Great Island Channel Special Area of Conservation [Site No. 001058]. The findings of the AA screening noted that no significant effects on any Natura 2000 sites is likely, and it was not necessary to undertake any further stage of the Appropriate Assessment process. 

In addition, the proposed development has been screened to determine whether an Environmental Impact Assessment (EIA) is required, and it has been concluded that there will be no real likelihood of significant effects on the environment arising from the proposed development and an EIA is not required. In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks beginning on the 10th of March 2022 apply to An Bord Pleanala for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Bord Pleanala, 64, Marlborough Street, Dublin 1.

Elizabeth Fort is listed in the Record of Monuments and Places  (C0074-039001) and is a National Monument in the guardianship of Cork City Council. A separate application will be made by the City Archaeologist for 'Ministerial Consent' with respect to the proposed works ahead of commencement of works on-site.  In accordance with Article 81(2)(C)(ii) it should be noted that elements of the proposed works are positioned within the South Parish Architectural Conservation Area (ACA) and the entire Elizabeth Fort complex is also listed in the Record of Protected Structures (RPS No. PSOOS). Cork City Council is of the view that the nature and scale of the proposed works within Elizabeth Fort will not negatively impact on the character of the area, and will have a positive impact bringing renewed awareness, public realm improvement and uses to this Architectural Conservation Area.

Alternatively, the Plans & Particulars will be available for inspection on working days from Thursday the 10th March to Thursday the 7th Aprll 2022 at Reception Desk, Cork City Council, City Hall, Cork. Please Note in line with the Government roadmap, our public counters in City Hall, Anglesea Street, Cork are open from 10 a.m. - 4 p.m., Monday to Friday. However, please note for all such inspections to telephone our Customer Service Unit at 021 492 4000 or to visit our website www.corkcity.ie before coming to City Hall. Members of the public visiting City Hall are requested to wear face coverings and make an appointment where possible.
